1. PROGRAMME – IMPORTANT INFORMATION

Greater Huangshan International EcoRally2025 will be run in compliance with the FIA International Sporting Code and itsappendices, the 2025 Bridgestone FIA EcoRally Cup Sporting Regulations, theNational Sporting Regulations which comply with the FIA regulations and theseSupplementary Regulations. The National Road Traffic Regulations shall apply.

Modifications, amendments and/or changesto these Supplementary Regulations will be announced only by numbered and datedBulletins (issued by the organizer or the Stewards).

4. FIA AND OTHER TITLES ELIGIBILITY

4.1 2025 FIA titles towards which the event counts

As per Article 15 of the FIA Sporting Regulations.

4.2 Other Title

Drivers and competitors with Category I cars will beallocated with ecoRally Cup points, and classification will be establishedaccordingly. Drivers and competitors with Category II cars will be allocatedwith national competiton points.

5. VEHICLES ELIGIBLES TO PARTICIPATE

As per Articles 1.2 and 6.2.1 and 6.2.2 ofthe FIA Technical Regulations.

The eligible (admitted) cars are thoselisted in the FIA “Compatible Cars” List, in accordance with Article 2 of theSporting Regulations.

On board the cars, only additional GPS based Measuring Systems will beallowed.

6. GENERAL CONDITIONS

6.1 The event will be organised in conformity with:

§ the FIA International Sporting Code and its appendices,

§ the Sporting and Technical Regulations of the BridgestoneecoRally Cup,

§ the applicable prescriptions stated in the NationalSporting Regulations; and

§ the present Supplementary Regulations.

The Organising Committee will ensurethat the event complies with all the rules and regulations stated above, andthat the event has received all the required administrative authorizations.

6.2 Insurance

The organizer has contracted insurance covering thefollowing: TBA

8. RUNNING OF THE EVENT

 8.1 Nature of the event 

Greater Huangshan International EcoRally2025 is an ecoRally that has a combined final classification(regularity + energy performance index), as per Article 3 of the FIA SportingRegulations.

8.2 Start, Finish, Results

 8.2.1 The start signal for the event will be given on 23 Sep atParking lot of Luogang Park (ground) P9, Hefei, China

The first car will start at 09:30.

During the overnight stay and after the finish, the carswill remain in the Parc Fermé, which they will enter as soon as they finish aLeg.

The starting sequence will follow the participationnumber and the cars will start at one- minute intervals.

8.2.2 The first Leg will be made up of 1 Regularity Stages and3 regrouping.

The second Leg will be made up of 2 Regularity Stages and3 regroupings. The third Leg will be made up of 2 Regularity Stages and 3regrouping.

The fourth Leg will be made up of 2 Regularity Stages and3 regrouping.

 8.2.3 During the technical checks, after installing the FIAdevices on the cars must be moved a few kilometers (4 km minimum, e.g., to thecalibration zone) and carry out some procedures in order to verify that the FIAmetering devices are working properly. The cars then return and check with theFIA Technical Delegate the installation and the will go to the Park Fermé assoon as the test course has been completed.

9. DRIVER'S BRIEFING

The Clerk of the Course will conduct aDrivers' Meeting Tuesday on 9:00 (thirty minutes) before the first car startingLeg 01.

The Drivers' Meeting should duly be postedin advance on the Official Notice Board.

The briefing should be also distributed inwriting, in English and the language of the event, during the meeting, with thecompetitors signing an acknowledgement of receipt.

The presence of both competitors (Driver and Co-driver)is compulsory. Absence, except in cases of Force Majeure decided by theStewards of the event, will be penalized by adding 50 Regularity points to thefinal Regularity Results of the Race of the relevant competitor(s). Thispenalty cannot be appealed.

10. CHARGING (BEV/FCEV)

The organising committee will supply forrecharging electric power, or hydrogen, in the case of FCEV’s:

It is strongly recommended to start theevent with a full battery (BEV) and full hydrogen tank (FCEV).

The recharging stations will be available from Tuesday 23Sep at 10:00 am. Recharging time: Tuesday 10:00 am-18:00 p

11. PERFORMANCE INDEXCALCULATION-CLASSIFICATION

As per Article 3 of the FIA SportingRegulations and Article 6.2.1 and 6.2.2 of the FIA Technical Regulations.

12. THE FIA MEASURINGSYSTEM

The FIA measuring system for the energy performance indexcannot be removed from the location in which it is installed by the scrutineersduring the initial scrutineering, except if authorised by the FIA technicaldelegate.

13. ENTRY PROCEDURE ANDFEES

The entry fee amount is fixed for eachcrew comprising two people (driver and co-driver, or driver and navigator). Thevalue is 250,00 EUR

 13.1 Entry Fee Refund

Entry fees will be refunded in full:

§ If the entry is not accepted.

§ If the event is cancelled.

The organiser may refund part of the entry fee if acompetitor is unable to take part in the event due to a proven case of forcemajeure.

13.2 Crew documents

A crew comprises one driver and one co-driver, or onedriver and one navigator. Both must be a holder of the following documents:

§  Driving licence according to the entered vehicles (notapplicable for the co-drivers)

§   An IT LSC licence as defined in Article19 of Appendix L is required. This licence may be obtained for theevent, and valid for its duration, which has been issued by their ASN or by theorganiser’s ASN (with the written permission of the competitor’s ASN) andhanded over to the participants at the latest during the administrative checks.It will be subject to the payment of a fee of 60-EUR.

§   A Competitor licence can be provided bythe parent ASN of the entrant. This licence may be combinedwith the IT LSC licence defined above, but this must be clearlystated on it.

§  Vehicle document permitting its free circulation onpublic roads.

13.3 Entry Form

Any person, or legal entity, wishing toparticipate to the event must submit to the event secretariat, a properlyfilled-in and signed entry form (see Appendix 1), together with all otherrequested documents, photos, etc. before Wednesday, 25 Aug 2025, 24:00 pm.

13.4 The field for participation is limited to a total of 100entries.

All entry forms received after the abovenumber of vehicles has been accepted will be entered on a reserve list.

 13.5 The minimum number of entries is as per the FIA SportingRegulations, Article 12 of the FIA Sporting Regulations.

14. ADVERTISINGPROMOTION AND OPUBLICITY

14.1 Official Supporter

The organisation of the event is supported by enterprisesand authorities, the logos of which must, as a matter of obligation, bedisplayed on the competition numbers and on any other promotional materialintended to be placed on vehicles.

14.2 Doors Numbers

Competitors must reserve an area for door numbers (600mmx 200mm) and the organiser's advertising (600mm x 250mm).

 14.3 The Organisers will provide the participants with variousmaterial and services as follows:

14.3.1 Proposed optional advertising material.

14.3.2 Breakfast, Lunch and Dinner for the 4 legs

14.3.3 Lunch in morning regroups.

14.3.4 Invitation to the Official Dinner and Prize-GivingCeremony.

14.3.5 Competitors transports between parc fermé and hotels.

15. PROTESTS / APPEALS

The amount of the protest fee is 200 EUR.

Protests against the preliminary official results of theevent must be lodged, in writing, in accordance with the prescriptions set inthe ISC with the Clerk of the Course within 30 minutes of the moment of theirposting on the official notice board. Upon the expiration of this time period,the preliminary results become final.

Every protest is eligible to be examined by the Stewardsof the event only if it is accompanied by the afore mentioned protest feedefined in this article, which is not refundable should the protest fail to beupheld.

For the National Court of Appeal, the fees are 1’000 EUR.

For the FIA International Court of Appeal, the fees are3’000 EUR. The appeal deposit for an international appeal is 3’000 EUR.

All protests and/or appeals must be lodged in accordancewith Articles 13 and 15 of the Code and, where applicable, with the FIAJudicial and Disciplinary Rules.

16. APPLICATION AND INTERPRETATION OFTHE REGULATIONS

In case of a dispute over the interpretation of theregulations, the English text will prevail.

DECLARATION OF INDEMNITY

I have read the regulations issued for this event andagree to abide by them and by the International Sporting code of the FIA. Inconsideration of the acceptance of this entry or of my being permitted to takepart in this event, I agree to save harmless and keep indemnified theFederation of Automobile and Motorcycle Sports of the People’s Republic ofChina, the organizing committee, sponsor(s) and any other committee,commission, official, servant, representative and agent appointed by theorganizing committee, including any military or civil authority or personnel orany firm or individual connected with the organization or sponsorship of therally, from and against all actions, claims, costs, expenses and demands inrespect of death or injury to myself, my drivers, passengers or team members orthe loss or damage to property of the aforesaid, howsoever caused, arising outof or in connection with this entry or my taking part in this event, andnotwithstanding that the same may have been contributed to or occasioned by thenegligence of the said bodies, their officials, servants, representatives oragents. Furthermore, in respect of any parts of this event where special stagestake place, this agreement shall in addition to the parties name above extend toall and any other competitor(s) and their servants and agents.

I declare that the drivers possess thestandard of competence necessary for an event of the type to which this entryrelates, also that the car entered is suitable and roadworthy for the event,and that the particulars given on the entry form are a true record.

I declare that the use of the vehicle hereby enteredbelow will be covered by insurance as required by the law which is valid forsuch part of the event that shall take place on the road defined by the law.

I understand that should the driver(s) at the time ofthis event be suffering from any disability whether permanent, temporary orotherwise which is likely to affect prejudicially his normal control of thecar, he may not take part unless I have declared such disability to my ASN whohave, following such declaration, issued a licence which permits me to do so.

I declare that the information given onthis entry form is a correct statement of facts as verified by me.

I am contracted to drive in the Greater Huangshan International EcoRally 2025(“Bridgestone FIA ecoRally Cup”) to be held during 23-28 September 2025.

Driver declaration and undertakings

1.        I declare and represent that I have read, understood andagree to the terms of this Driver Declarations and Undertakings form (hereafterthe “Driver Declaration”).

2.        Prior to taking part or driving in a Competition or EventI undertake to obtain, and throughout my participation in the Cup willmaintain, all Licences, permits and/or consents as may be required by, or inconnection with:

2.1 any relevant National Sporting Authorityrequirements, regulations or safety standards (“ASN Regulations”);

2.2 any FIA requirements, regulations or safety standards(“FIA Regulations”); and

2.3 any relevant transnational, nationaland/or local laws, regulations, directives and decrees passed by thegovernment, a quasi-governmental entity or by any entity which has the sameauthority as the government in any applicable country or other territory,including all applicable local, state and federal laws relating to health andsafety and insurance, and any industry practices, codes of practice and/orcodes of conduct incorporated into any of the foregoing and all binding courtorders, decrees, and any decisions and/or rulings of any competent authoritythat apply to a Competition (“Applicable Laws”).

3.        I confirm that I have read and understood and undertake to observe and be bound by:

3.1 All rules, regulations, conditions,requirements and obligations relating to any Licence, permit or consentreferred to in clause 2; and

3.2 Any applicable FIA Regulations assupplemented and amended from time to time including:

3.2.1 The FIA Statutes;

3.2.2 The FIA International Sporting Code and its Appendices;

3.2.3 The FIA Code of Ethics;

 3.2.4 The FIA Judicial and Disciplinary Rules;

 3.2.5 Any applicable Sporting Regulations and TechnicalRegulations; and

3.3 Any applicable ASN Regulations as supplemented andamended from time to time.

4.        I understand that as a condition of my participation inthe Cup and in any Event(s) forming part of or associated with the Cup, theFIA, Event Organiser, Event promoter, Cup promoter, National Sporting Authorityor any other relevant organisation may require that I comply with requirements,including any requirements contained in the following documents and/ortraining:

 4.1 Passholder documentation relating to Entry to an Event orprovision of a pass;

4.2 Briefings, handouts, leaflets, guidance,directions (including from the race director and/or stewards) and trainingrelating to security, medical or rescue procedures (including Covid-relatedmatters), health and safety and e-Safety;

 4.3 Bulletins and Supplementary Regulations;

4.4 Terms provided by any supplier to theCup; and I agree to observe and be bound by all such requirements.

5.        I undertake to make no use of the substances or methodsprohibited by the FIA Anti- Doping Regulations and/or defined in the ProhibitedList published by the World Anti-Doping Agency.

Acknowledgement of Risk

6.        I am fully aware of, appreciate, recognise and accept therisks inherent in my attendance and/or participation in any Cup event(including races/Competitions/Events, official racing tests, any track or pitlane activity, and any associated activities), including the possibility ofcontracting or spreading communicable diseases (including Covid-19 /SARS-CoV-2) and the possibility of incidents resulting in physical and/ormental injury or death which may arise from racing or any associatedactivities, including motor vehicles (or parts of them) colliding with othermotor vehicles or persons or property, the acts (deliberate or otherwise) oromissions of other drivers or any other personnel present at Events, exposureto noise, interaction with or use of high voltage or other equipment at theevent and/or in any other way arising from attendance at an event. I appreciateand agree that my attendance at any Cup event shall be at my own sole risk,hazard and responsibility.

Limitation of liability

7.        I understand and accept that the FIA, on its own behalfand on behalf of any directors, members, officers, employees, advisors, agents,consultants, representatives, successors or assigns (collectively the“Representatives”) of the FIA and on behalf of the Organisers, the promoter,any National Sporting Authority(ies), Automobile clubs and any otherorganisations directly connected with an Event within the Cup (collectively the"Associated Bodies") together with the Representatives of the AssociatedBodies:

7.1 Disclaim, exclude and limit any and allliability, costs, expenses, damages, losses (including any direct, indirect orconsequential losses, property damage, loss of profit, loss of reputation orgoodwill, loss of agreements or contracts, loss of sales or business and allinterest, penalties and legal costs) any personal or mental injury (includingnervous shock, disease, disablement and death), sustained by me, howsoevercaused including in relation to any:

7.1.1 statements acts or omissions made by me,or the FIA or its Representatives or Associated Bodies or theirRepresentatives;

7.1.2 regulations, policies or procedures setby the FIA or its Representatives or Associated Bodies or theirRepresentatives;

7.1.3 breach of warranty or obligation underany agreement between me and the FIA or its Representatives or AssociatedBodies or their Representatives; or

7.1.4 any other negligence or lack ofreasonable care by the FIA or its Representatives or Associated Bodies or theirRepresentatives or me, in each case arising in connection with my participationin the Cup or attendance at Cup events, including my attendance at circuits,Courses or any other facilities, involvement in a race, Competition, test orany other associated activities and use of or interaction with equipmentincluding high voltage equipment; and

7.2  I agree, in consideration of the FIAaccepting my entry to the Cup, that I waive any rights and/or claims, agree torelease, hold harmless and not to sue the FIA and its

Representatives and any AssociatedBodies and their Representatives in relation to any liabilities, costs,expenses, damages and losses referred to in clause 7.1.

8.        To the fullest extent permitted by Applicable Laws,clause 7 above shall be binding on me and my heirs and successors in title andis not limited to nor affected by any other release and/or indemnity granted byme to whomsoever.

Disclaimer

9.        I understand that it is my full responsibility to complywith any obligations or duties in relation to health and safety which areplaced on me under any Applicable Laws, FIA Regulations and/or ASN Regulations,in relation to my participation in the Cup. Neither the FIA nor itsRepresentatives assume any responsibility in relation to such compliance.

10.      For the avoidance of any doubt, FIARegulations do not contain any advice or guidance in relation to ApplicableLaws, and neither the FIA nor its Representatives make any representation orwarranty that the information contained in FIA Regulations or ASN Regulationscomplies with Applicable Laws.

11.      With reference to clause 6 above, Ifully understand and accept that neither the FIA nor its Representatives makeany representation or warranty, express or implied, in relation to the safetyof participating in or attending Cup Events or Competitions or associatedactivities, to the maximum extent permissible under Applicable Laws.

12.      I fully understand and accept thatneither the FIA nor its Representatives make any representation or warranty,express or implied, as to the quality, suitability or fitness for purpose of:

12.1  any equipment, safety structures orfacilities at any venue hosting Cup Events or at which I am required to attendin connection with my participation in the Cup; nor

12.2  any products that are supplied to me byany third party (aside from the FIA) in connection with my participation in theCup or attendance at any Cup Events.

13.      I am also fully aware and accept thatthe technology utilised in motor sport vehicles, Circuits, roads and safetytechnology, is at the leading edge of state of the art scientific, technicaland engineering knowledge. The technology is therefore subject to ongoingchange and development.

Medical consent

14.      If I am injured during a Cup Event, Ihereby expressly authorise all medical treatment, rescue operations,arrangement for my transport to hospital or other emergency measures which thepersonnel appointed by the FIA and /or the Event Organiser may in theirabsolute discretion consider necessary for my well-being and I undertake to payall costs associated therewith.

Insurance

15 I fully understand and accept that:

15.1  The FIA and Associated Bodies assume noresponsibility in relation to providing suitable insurance cover in relation toall of the risks arising from my participation in the Cup, unless otherwiserequired by local laws applying in the location of a particular Competition;and

15.2  The risks arising and cover requiredwill differ depending on my particular circumstances and requirements andaccordingly it is my full responsibility to take out adequate insurance coverand any other protections as may be necessary in connection with myparticipation in the Cup, and as may be required by Applicable Laws, FIARegulations and ASN Regulations including suitable insurance cover for:

15.2.1    damage to or loss of my property;

15.2.2     any personal injury or death that I maysustain to include financial losses (for example loss of earnings and medicalexpenses) resulting from any injury or death; and

15.2.3     third party liability cover for damage,loss or injury which may be sustained by a third party (including a fellowDriver) arising from my participation in the Cup.

16.      I confirm that I have considered andtaken out adequate insurance cover and any other protections as may benecessary as referred to in clause 15 or otherwise. I undertake to maintainthis cover throughout my participation in the Cup and as may be necessarythereafter to cover losses and claims arising from my participation.

Public declarations

17. I undertake that I shall:

17.1  Participate in the Cup Events in anindividual and neutral capacity and I will not make/display any political,religious and personal statements or comments, notably in violation of thegeneral principle of neutrality promoted by the FIA under the terms of itsStatutes, unless previously approved in writing by the FIA;

17.2  Refrain from any public declaration orcomment in any form which may harm, weaken or put into disrepute the goodwill,fame, name and/or image of the Cup and the FIA and/or any of the AssociatedBodies;

17.3  At all times use my best endeavors topromote and encourage support for the Cup and motor sports generally; and

17.4  Subject to my commitments to my team andso far as is reasonably practicable, I will make myself available to allbranches of the media at all times during all FIA Cup Events.

  Applicable law and jurisdiction

18. I agree in relation to legal claims that:

18.1  This Driver Declaration and any disputeor claim arising out of or in connection with it or its subject matter orformation, shall be governed by and construed in accordance with the laws ofFrance; and

18.2  The courts of France shall haveexclusive jurisdiction to settle any dispute or claim arising out of or inconnection with this Driver Declaration or its subject matter or formation.

19.      I agree that any matters relating toinvestigation and enforcement of FIA Regulations are subject to thejurisdiction of the internal judicial and disciplinary bodies of the FIA.

Interpretation

20.      If any provision or part-provision ofthis Driver Declaration is or becomes invalid, illegal or unenforceable, itshall be deemed deleted, but that shall not affect the validity andenforceability of the rest of this Driver Declaration.

21.      In this Driver Declaration any wordsfollowing the terms including, include, in particular, for example or anysimilar expression shall be interpreted as illustrative and shall not limit thesense of the words preceding those terms.

22.      All terms written in italic in thisDriver Declaration correspond to the definitions set out in the FIAInternational Sporting Code.

Authority

23.      I confirm that I have had theopportunity to or have been advised by legal advisors in connection with myrights and responsibilities in connection with, and the implications andpractical effect of agreeing to, this Driver Declaration, and fully understandand accept all the terms set out in this Driver Declaration.

24.      I have the capacity and have obtainedall necessary and desirable authorisations to enable me, to execute, deliverand perform the obligations under this Driver Declaration. Subject to anygeneral principles of law limiting obligations, my obligations under thisDriver Declaration are legal, valid, binding and enforceable.

This document has been executed and takeseffect as from 28-30 June 2024. It is understood and agreed that the terms ofthis Driver Declaration shall be deemed incorporated into and form part of allthe contractual documents concluded between myself and the FIA in connectionwith my participation in the Bridgestone FIA Eco-Rally Cup.

Annex II – WADB Declaration of Consent

I, the undersigned Applicant, expressly consent to thecollection, use and processing of data related to myself, including personaland sensitive data (such as medical information) in relation to my involvementin a motor sport accident or incident and related ONLY to the circumstances ofthe accident or incident and its immediate outcome, including any injuriessuffered, by an appropriately authorised person representing the FIA or theNational Sporting Authority.

I, the undersigned Applicant, agree that said data may bestored electronically, even after the expiration of my licence, and may be usedat any time, for the sole purpose of research in support of improving safety inmotor sport competitions, during and after the validity period of my licence,on the World Motor Sport Accident Database ("WADB").

I, the undersigned Applicant, acknowledgethat I have read and fully understood the WADB Guide published by the FIA(available on the FIA website), which provides for further information aboutsuch data collection and processing, including the conditions under which I mayrequest access to my personal data, their rectification or suppression, andobject, on legitimate grounds, to their processing. I am also aware that I canwithdraw my consent at any time. Such withdrawal does not affect the lawfulnessof any processing based on the consent previously given.
